AXIOMATIC FOUNDATIONS OF PHILOSOPHICAL AND LEGAL UNDERSTANDING OF COMMUNITY DEVELOPMENT

The article analyzes the problem of community definition in philosophical and legal discourse. The conceptual provisions of the scientific understanding of the community are substantiated, the essence and features of its vital activity are revealed, and approaches to the study of community development are determined. Based on the generalization of a number of scientific studies, conceptual approaches to understanding the category "community" in the legal, social and philosophical spheres are proposed. It is proved that for the successful completion of the Decentralization Reform in Ukraine, it is necessary to finally form an integral legislative framework and adopt key regulatory legal acts. At the same time, an important factor is socio-political consolidation, which will ensure the development of local self-government and the creation of effective mechanisms for the functioning of territorial communities. awareness of the community as a form of local civil society gives it the role of an environment of political socialization, democratic participation and the implementation of the principles of openness and responsibility of the authorities. The territorial community is the primary link of democratic institutions, and its development is an important prerequisite for strengthening national democracy and Ukraine's progress on the path of European integration.
