DESIGNING AND CONSTRUCTING THE STATE INFORMATION SECURITY SYSTEM: ESSENCE AND CONTENT

The purpose of this article is to define the essence and content of designing and constructing a state information security system. To achieve the research objectives, the study employed a project-based approach, as well as project-structural, structural-technological methods, and structural analysis. It is proposed that a creative-type information security system should include the implementation of measures aimed at: 1) countering the diversification of public consciousness; 2) conducting preventive activities within the internal security environment to protect the national information sphere; 3) carrying out preemptive counter-propaganda among the population to disrupt the information-psychological warfare initiated by a hostile or aggressor state; 4) conducting information operations against a hostile or aggressor state to seize the initiative and gain an advantage in the information war. Theoretical foundations of designing and state-level construction of an information security system have been substantiated. It has been established that the essence of designing such a system lies in the project-based development of ideal models of the information security system and its support framework. The content of the design process includes defining the mission of the system and its supporting structure, along with identifying their functions and tasks. It has also been determined that the essence of constructing an information security system lies in implementing the designed system within state administrative practices, in line with its defined mission and objectives. The content of the state-level construction process includes political and legal, structural-functional, spatial, temporal, organizational, and operational-activity dimensions. It is shown that the structure of the state’s technological response to information security threats includes the following elements: a comprehensive theoretical concept of state response; the object and subject of state influence; and an algorithm with technological methods of state response to information threats.
