Automated Sentiment-Driven Collaborative Governance Network Design (ASCGND) for Enhanced Rural Resilience
**Abstract:** This research proposes a novel framework, Automated Sentiment-Driven Collaborative Governance Network Design (ASCGND), for optimizing rural community resilience in the face of evolving socioeconomic and environmental challenges. Leveraging advancements in sentiment analysis, network science, and multi-agent reinforcement learning, ASCGND dynamically constructs and optimizes collaborative governance networks based on real-time citizen sentiment and resource availability. Unlike traditional participatory governance models reliant on infrequent surveys and static network structures, ASCGND offers a continuous feedback loop ensuring responsive and adaptive governance mechanisms. We demonstrate its potential to improve resource allocation, conflict resolution, and overall community well-being via simulations and initial case studies. The commercializable potential lies in providing a scalable and adaptable tool for regional governments and community organizations to enhance their resilience-building efforts.
