The Awlaqi Safety Culture Framework (ASCF): A Human-Centered Model for Enhancing Occupational Health and Safety
The Awlaqi Safety Culture Framework (ASCF) is a comprehensive model designed to elevate occupational health and safety (OHS) beyond compliance-based systems. Developed from over a decade of experience in high-risk industries, including petrochemical, oil and gas, and large-scale infrastructure projects, the ASCF integrates leadership, behavioral science, and international standards (ISO 45001, ISO 45003, ILO Conventions 155 & 187) to foster a proactive safety culture. This paper details its theoretical foundation, five core principles—Leadership by Example, Empowerment, Positive Reinforcement, Open Communication, and Continuous Learning—as illustrated in the accompanying diagram. The ASCF bridges the gap between systems and human behavior, offering a scalable, evidence-based solution to reduce incidents and enhance workforce engagement.
