Empowerment Strategy for Small-Scale Capture Fishers in the Coastal Area of Makassar City

The government assistance program policy has been provided. However, it is insufficient to meet the economic needs of small-scale fishermen households, so a fishermen empowerment strategy is needed. The research aims to identify environmental factors (internal and external) and formulate fishermen's empowerment strategies based on the grand strategy matrix. The research method is quantitative with a descriptive analysis approach. The location of this research is Makassar City. This research was conducted in July - October 2022. The research respondents were selected purposively—46 samples of coastal area fishermen households. The results showed that identifying empowerment strategies from the Internal Factors Analysis Summary with the highest score Strength was experienced at sea, and Weakness was simple fishing technology. External Factors Analysis Summary in the form of Opportunities is the potential for abundant marine fish resources, and Threats are natural conditions. The grand strategy is to improve the quality of fishermen's human resources, increase catches, and optimize various catches. This strategy can be realized by assisting with interest-free loans or grants.
