The present article addresses an important theoretical and practical issue. Are the acts that the Special Part of the Criminal Code provides to be punished by administrative order, administrative violations? The author examines the different opinions on the matter and supports the position that the acts, which the Criminal Code provides to be punished through administrative procedures, are administrative violations.
