AVIAÇÃO, TALENTO E INTERDEPENDÊNCIA: A COOPERAÇÃO ESTRATÉGICA ENTRE ESTADOS UNIDOS E BRASIL NA CADEIA AERONÁUTICA DO SÉCULO XXI
ABSTRACT This article analyzes Brazil–U.S. interdependence in aerospace, focusing on supply-chain integration, talent mobility and regulatory cooperation. We argue that bilateral frameworks — quality standards (AS9100), special-process accreditation (Nadcap), and airworthiness agreements (BASA/BER; FAA–ANAC) — reduce compliance frictions, accelerate certification and enable co-production. We underscore Brazil’s role as a structural consumer of U.S. aircraft parts and components, with multi-billion-dollar annual flows, reinforcing productive complementarity: the U.S. leads in critical technologies; Brazil integrates systems and consolidates itself as a regional MRO hub. Joint initiatives in SAF and digital supply chains are likely to increase resilience and competitiveness. Keywords: aviation; supply chain; AS9100; Nadcap; BASA; FAA; ANAC; talent mobility; MRO; innovation.
