Whale Carbon Diplomacy: Whales won't save the climate, but they could rescue ASEAN's soft power
This op-ed introduces the concept of whale carbon diplomacy—a persuasive norm linking biodiversity protection, blue economy, and science diplomacy in Southeast Asia. It argues that whales should not be framed as “climate saviors” but as catalysts for regional cooperation and marine governance. Using Indonesia and Vietnam as focal points, the piece outlines a three-track approach on MRV, protection, and finance, showing how ASEAN can integrate ocean ecology with climate diplomacy.
