POLICE STRATEGIES AND TECHNOLOGICAL INNOVATION IN COMBATING ONLINE GENDER-BASED VIOLENCE: INVESTIGATIVE RESPONSES TO TRANSNATIONAL DIGITAL CRIMES WITH EVIDENCE FROM SÃO PAULO
Online gender-based violence (OGBV) has become a pressing challenge in contemporary security governance, intertwining gender inequality with the complexity of cyberspace. São Paulo, Brazil’s largest state, illustrates boththe scale and severity of this phenomenon, as women face escalating risks from stalking, revenge porn, sextortion, and cyberbullying. These crimes are amplified by technological anonymity, ephemeral evidence, and cross-borderjurisdictional conflicts. This article advances the debate by analyzing São Paulo’s investigative capacity, combining digital forensic tools, international cooperation frameworks, and prevention strategies. Through asystematic literature review, analysis of police reports, and case-based examination of transnational cybercrimes, the study proposes the Framework for Optimized Digital Investigative Response (FRIDO). FRIDO integratesblockchain-based evidence preservation, OSINT-driven intelligence, international legal harmonization, andvictim-centered digital education. By embedding technological innovation into gender-sensitive policing, thearticle contributes to the fields of cybersecurity, gender studies, and police management, while reinforcing SãoPaulo’s potential role as a regional hub for digital security innovation.
