Open Access Readiness Rubric for License Agreements
This rubric is designed to assess the level of compliance and effectiveness of publisher licensing agreements in supporting open access (OA) publishing for University of Toronto authors. It evaluates key criteria aligned with the Draft, Tri-Agency Open Access Policy on Publications (2025), including article version availability, timing of access, rights retention, and open licensing terms. The rubric identifies opportunities for automation in author identification, recognition of funded works, and technical workflows for repository deposit. These elements are critical to reducing administrative burden and ensuring consistent, scalable OA practices. This is a draft/ working version. Last updated: October 3, 2025.
