EVALUASI INDEKS KUALITAS PERENCANAAN PEMBANGUNAN DAERAH: STUDI KASUS KABUPATEN BERAU, KALIMANTAN TIMUR

ABSTRACT The study evaluates the Planning Quality Index (Indeks Kualitas Perencanaan - IKP) for Berau Regency in 2021, focusing on three dimensions: the planning process, document content, and assurance of follow-up. The Analytical Hierarchy Process (AHP) method was employed to weight the indicators of quality assessment, and data collection involved questionnaires, documentation studies, and Focus Group Discussions (FGDs) with multi-stakeholders. The Planning Quality Index (IKP) of the RKPD of Berau Regency in 2021 is overall categorized as "Good," with an average score of 81.28. The dimension of follow-up assurance contributed the highest weighted score of 34.81, followed by the document content dimension with a weighted score of 26.79, and the document preparation process dimension with a score of 19.69. The findings reveal that the follow-up dimension significantly influences planning quality, emphasizing the need for improved integration between planning documents and implementation. The research offers insights into regional development planning practices, serving as a benchmark for other regions in Indonesia. ABSTRAK Penelitian ini mengevaluasi Indeks Kualitas Perencanaan (IKP) Kabupaten Berau tahun 2021, dengan fokus pada tiga dimensi: proses penyusunan, isi dokumen, dan jaminan tindak lanjut. Metode Analytical Hierarchy Process (AHP) digunakan untuk menentukan bobot indikator penilaian kualitas, dengan pengumpulan data melalui kuesioner, studi dokumentasi, dan diskusi kelompok terfokus (FGD) dengan berbagai pemangku kepentingan. Indeks Kualitas Perencanaan (IKP) RKPD Kabupaten Berau Tahun 2021 mendapat predikat "Baik" dengan rata-rata nilai 81,28. Dimensi jaminan tindak lanjut memberikan kontribusi terbesar (34,81), disusul oleh dimensi isi dokumen (26,79) dan proses penyusunan dokumen (19,69). Hasil penelitian menunjukkan bahwa dimensi jaminan tindak lanjut memiliki pengaruh signifikan terhadap kualitas perencanaan, menyoroti perlunya integrasi lebih baik antara dokumen perencanaan dan implementasi. Penelitian ini memberikan wawasan mengenai praktik perencanaan pembangunan daerah, yang dapat menjadi acuan bagi wilayah lain di Indonesia.
