Reclassifying Persons with Disabilities into Nine Categories under the Ministry of Public Health: An Integrated Framework for Health, Assistance and Spatial Design
This article presents a reclassification framework for persons with disabilities into nine categories under the Ministry of Public Health (MoPH), expanding from the existing seven categories used by the Ministry of Social Development and Human Security (MSDHS). The new system introduces two additional categories internal organ disabilities and neurological disabilities addressing the needs of individuals with chronic illnesses and neurodegenerative conditions. This refined classification enhances precision in medical treatment, rehabilitation, allocation of human resources, and the design of specialized community-based services. It also supports the development of robust databases for public policy planning and inter-ministerial collaboration. Particular emphasis is given to Autism Spectrum Disorder and internal organ disability, where clear categorization ensures proper access to targeted interventions, family–community–state–religious integration of care and avoidance of misclassification as psychiatric disorders. The article recommends the development of a national guideline, comprehensive staff training and seamless data integration across relevant agencies. Ultimately, this nine-category framework shifts the perspective from mere registry codes toward recognizing persons with disabilities as human beings who deserve dignity, tailored assistance and inclusive participation in moral and sustainable communities.
