Project Analytics OECD: Money Laundering in the Fuel Sector – Quasar, Tank, and Carbono Oculto Operations (2025)
This article analyzes the phenomenon of money laundering and tax evasion in the Brazilian fuel sector, based on the Quasar, Tank, and Carbono Oculto operations launched in August 2025 by the Federal Revenue Service and the Federal Police. These operations represented milestones in the use of fiscal intelligence in Brazil, through Project Analytics, a platform that integrates data analysis, artificial intelligence, and tracking of complex financial networks. The study evaluates the effectiveness of technology in detecting asset concealment schemes, as well as its compatibility with international standards of the Organization for Economic Cooperation and Development (OECD), especially in the context of the Base Erosion and Profit Shifting (BEPS) plan. Furthermore, the role of tax compliance and public policies as instruments of prevention and institutional strengthening against illicit practices in the sector is discussed. It concludes that the integration between Tax Law and technology reinforces the supervisory capacity of the State, although it imposes legal, institutional, and governance challenges.
