OASPA 2025 - Enabling 100% open access in times of uncertainty: who has the power and responsibility?

This presentation was written for the OASPA 2025 Conference, the theme of which was Embracing the Complexity – how do we get to 100% OA? The presentation explores the impact of uncertainty within scholarly communication, the opportunity that this presents us with and the evolving roles of publishers, funders, and academic institutions in shaping the scholarly communication ecosystem. It aims to provoke conversation on how stakeholders can colaborate effectively to overcome current hurdles and build a resilient, equitable, and open scholarly communication system for the future.
