Challenges of Electric Vehicle Adoption in Palestine: Barriers and Pathways for Market Penetration
This paper, “Challenges of Electric Vehicle Adoption in Palestine: Barriers and Pathways for Market Penetration”, was presented at the Engineering for Palestine Conference. It explores the infrastructural, economic, technological, and regulatory dynamics influencing the adoption of electric vehicles (EVs) in Palestine. A mixed-methods approach combines quantitative data from the Ministries of Transportation and Energy with qualitative insights from government officials, industry practitioners, and academic experts. Findings show a 27-fold increase in EV registrations between 2020 and 2024, yet highlight major gaps in charging infrastructure, with only 50 public fast-charging stations serving over 1,500 EVs—an EV-to-charger ratio of 31.02, significantly higher than international benchmarks. The study reveals that while preferential import duties reduce EV costs, customs and VAT still constrain growth. Additional barriers include regulatory delays, skills shortages in EV maintenance, energy dependency under occupation, and grid reliability challenges. At the same time, opportunities emerge in reduced fuel costs, solar-powered charging, job creation, and improved air quality. The paper proposes a roadmap of solutions, including phased incentives for EVs and hybrids, time-based charging rebates, institutional charging partnerships, financial support for green enterprises, educational campaigns, vocational training programs, and international collaboration. Implementing these measures could lower emissions, enhance economic diversification, and strengthen energy resilience, positioning Palestine as a regional model for sustainable transportation in a complex geopolitical environment.
