Inclusione sociale e trasformazione digitale: dal digital divide all’esclusione algoritmica
The article examines the relationship between digital transformation and social inclusion, addressing the risks that technological evolution may pose in terms of inequality and marginalization. Starting from the constitutional framework of substantive equality, the contribution explores the various dimensions of the digital divide – namely infrastructural, cultural, and functional – highlighting how the digital transition, if not guided by principles of equity, may reinforce rather than reduce existing disparities. Special attention is given to algorithmic exclusion and the need to design artificial intelligence systems in an inclusive manner. The article ultimately advocates for a redefinition of public duties in the digital age, aimed at removing barriers and ensuring full participation of all citizens in social and institutional life.
