INTERNATIONAL HUMANITARIAN LAW IMPLICATIONS DURING THE WAR IN UKRAINE: PROBLEMS AND VIOLATIONS

Basic social values must be protected both in peacetime and during armed conflict. Current geopolitical developments, particularly the Russian-Ukrainian war, highlight rising threats to international security and systematic violations of humanitarian law. This study explores challenges to the legitimacy and enforcement of international humanitarian law (IHL), focusing on key rights such as life, peace, health, and security. It assesses the role of international legal institutions in ensuring these protections and examines how legal regulation shapes social safeguards during war. Special attention is given to the concept of hybrid warfare as a hallmark of modern conflict. The research identifies the limited impact of existing sanctions on IHL violators and analyzes human rights protection at both national and international levels. It also stresses that terrorism remains prohibited under IHL, even in wartime. The study concludes with a call for stronger legal mechanisms, effective sanctions, and guaranteed humanitarian access to uphold humanitarian standards.
