The Role of 5G and IoT in Accelerating Saudi Arabia
Saudi Arabia’s Vision 2030 sets out an ambitious national plan to diversify the economy, improve public services, and modernize urban infrastructure. Smart cities — environments where connectivity, sensing, and data analytics create better outcomes for citizens and economies — are core elements of this vision. This paper examines the combined role of fifth generation (5G) mobile networks and the Internet of Things (IoT) in accelerating Saudi Arabia’s smart city ambitions. Drawing on a qualitative analysis of government policy documents, industry reports, academic literature, and case studies (NEOM, the Red Sea Project, King Abdullah Economic City), the research assesses technological capabilities, sectoral use cases, governance and regulatory challenges, cybersecurity risks, and socio-economic implications.Findings indicate that 5G provides essential network capabilities (ultra-low latency, high throughput, and massive device connectivity) necessary for large-scale IoT deployments. When integrated with edge computing and AI analytics, 5G-enabled IoT systems can deliver real-time urban management, predictive maintenance across infrastructure, remote healthcare services, efficient energy systems, and improved governance. However, successful realization requires strong governance frameworks, standardized interoperability, robust cybersecurity, investment in human capital, and inclusive deployment strategies to avoid exacerbating digital divides. The paper concludes with a set of practical and academic recommendations aimed at policymakers, telecom operators, municipal authorities, and industry partners to ensure that investments in 5G and IoT translate into sustainable, resilient, and citizen-centered smart cities aligned with Vision 2030.
