The Blockchain Governance Laboratory: Demonstrating an Environment for Hands-on Blockchain Governance Research

Blockchain governance presents challenges in decentralized decision-making and compliance. This paper introduces the Blockchain Governance Laboratory, a scenario-driven environment for testing governance processes in blockchain-based systems. Supporting on-chain and off-chain governance, the Blockchain Governance Laboratory enables structured experimentation before real-world deployment. Built on OpenShift, it automates Hyperledger Fabric blockchain deployment for rapid scenario testing. A key use case demonstrates monitoring, reporting, and verification (MRV) of greenhouse gas emissions in an artisan coffee supply chain.
