ANTI-CORRUPTION POLICY AND ITS ADMINISTRATION IN PUBLIC ADMINISTRATION: THEORETICAL FOUNDATIONS AND PRACTICAL ASPECTS OF THE LEGAL FRAMEWORK
The article conducts a comprehensive study of the evolutionary development of anti-corruption policy in public administration with a focus on the gradual transition from the technocratic model to the model of integrity management. The theoretical basis of the study is the methods of an interdisciplinary approach that combines institutional analysis, the idea of good governance and behavioral ethics of the public sector. A comparative analysis of CPI (further – Corruption Perceptions Index) and WGI (further – Worldwide Governance Indicators) indicators in selected countries (Denmark, New Zealand, Ukraine, Georgia, Hungary, Mexico, Bangladesh) was conducted. The study uses institutional mapping, content analysis of regulatory and strategic documents, and assesses the effectiveness of the technocratic model through the prism of administrative, legal, and ethical instruments. The limitations of the technocratic approach are established in the context of the growing complexity of management processes, value polarization, and the growing demand for ethical legitimacy of decisions. It is determined that the most sustainable anti-corruption results are achieved under conditions of institutional maturity, political will and the presence of internal motivation for virtuous behavior. The author proposes a conceptual model of integrity management that combines the regulatory-institutional, organizational and individual-behavioral levels, providing a systematic approach to preventing corruption. The practical significance of the study lies in the possibility of adapting the integrity management model to national contexts in order to increase the efficiency of the public sector.
