Determinants Of Construction Project Performance in DDA: The Case Of Government Projects

The aim of this study was to examine the determinants of construction projects in Dire Dawa administration; case of government projects. In order to achieve the objective of the research Literatures are reviewed to identify the factors affecting the performance of construction projects in different area and to collect the data, primary and secondary sources of data were used. 58 factors are identified and grouped in to 8 groups and distributing to the target population (contractor, consultant and clients) to identify their perception on the antecedents of public construction project performance. Because the number of the population is manageable the researcher used census method. 83 questionnaires were distributed and the response rate is 100%. Descriptive statistical techniques such as frequency distribution, percentages and Relative Importance Index (RII) as well as SPSS and STATA were used to perform to test the research objectives of the study. Secondary data source was obtained from evaluation reports of DDA housing and development bureau and by using the CPI and SPI the researcher attempts to identify the current status of public construction projects in DDA. According to the CPI and SPI result the current status of public construction projects in DDA is very poor performance. The study revealed the top ten (10) most important factors influencing the performance of construction projects in DDA based on the presumption of the contractor consultant and clients. The most important factors are design change, fluctuation of cost of material, inadequate review for drawings and contract document, waiting time for approval of tests and inspection and experienced personnel. The OLS result shows that contractor related, client related consultant relate, external environment related and project characteristics related factors have a statistical significant effect on public construction project performance in DDA. As a result it is advisable for all the concerned body to improve these factors in order to improve the quality cost and time performance of public construction projects.
