Improving the social welfare of the population is a key direction in the state policy of Azerbaijan. Social welfare is measured not only by material means but also by equal opportunities in areas such as education, healthcare, housing, and employment. The social reforms implemented in 2022 2023 have improved the living standards of millions of citizens, and the establishment of DOST centers and the accessibility of digital services have increased public access. Economic stability, social protection, employment, and housing programs are regarded as the main pillars of welfare. Social welfare is an essential indicator of both economic and human development. It is not only a priority in state policy but also a guarantor of overall societal development, stability, and social justice. Achieving this goal requires joint efforts from both the government and civil society.
