Sixth ProposalーーBeyond Patriarchy: A Maternal Path to Peaceーー
This proposal identifies the historical recurrence of war and conflict as rooted in “male-dominated power structures” and calls for a structural shift toward “maternal governance.” While history records female leaders who engaged in war, these actions reflected adaptation to patriarchal systems rather than governance grounded in femininity or maternal ethics. Average women, through the experiences of pregnancy, childbirth, and caregiving, develop an ethic of protecting life—a maternal sensibility. Embedding this sensibility at the core of political, diplomatic, and economic institutions would delegitimize violence as a basis of power. This proposal advocates that women with maternal ethics should compose at least half of decision-making bodies, thereby redefining national security from “military defense” to “the safeguarding of life’s sustainability.” Far from being idealistic, this represents a practical and ethical prescription for constructing a nonviolent civilization.
