The Persons with Disabilities Empowerment Act B.E. 2550 (2007) represents a major milestone in Thailand’s efforts to establish a concrete system safeguarding the labor rights of persons with disabilities. Central to this Act are Sections 33, 34 and 35, which address direct employment, contributions to the fund and flexible models of occupational promotion. The Department of Employment, Ministry of Labour, functions as the central mechanism driving these policies to create opportunities, equality and sustainable development for people with disabilities nationwide. This article systematically analyzes the Department’s role and proposes approaches for improving vocational promotion measures in order to align with contemporary social and economic contexts.
