The study examines approaches to developing an effective climate finance system in Ukraine in the context of international commitments and post-war recovery needs. The aim of the study is to justify strategic directions for the development of state climate finance, taking into account national characteristics, climate change challenges, and the needs of economic decarbonization. Particular attention is paid to the analysis of international experience, the institutional structure of climate finance, and modern instruments for mobilizing financial resources for climate goals. The study analyzes the current state of climate finance in Ukraine and outlines the main sources and instruments for its mobilization, in particular, climate funds, green bonds, and public-private partnerships. It was found that the Ukrainian climate finance system needs comprehensive reform, in particular in terms of strengthening institutional capacity, introducing transparent monitoring, evaluating effectiveness, and adapting best international practices. The study also highlights the importance of integrating climate risks into financial regulation and the need to support green transformation through public policy. The main conclusions are the need to develop a Climate Finance Concept with state participation, improve climate finance in terms of taxation, and introduce corporate governance practices for environmental and climate risks by taking into account the medium and long-term climate goals of economic entities in corporate governance, risk management, risk appetite determination, improving the consideration of climate risks in macroprudential regulation, and strengthening cooperation with international climate funds.
