An Analysis of the Neulbom School Policy: Policy Changes, Research Trends, and Future Directions
This study analyzes the policy characteristics and developmental trajectory of the Neulbom School, a public education-based initiative promoted by Korea's Ministry of Education to integrate education and care services. The policy was introduced to address the growing need for extended educational support and equitable care, particularly in the context of rapid social changes such as dualincome families and increasing educational disparity.By comparing Neulbom School with previous after-school and elementary care programs, the study highlights its unique features and policy advancements, while also examining changes in implementation structures, including the evolving governance roles between central and local governments. The study further reviews domestic research on Neulbom School by topic, method, and time frame, and draws comparative insights from international full-day school models.Based on this analysis, several key policy challenges are identified: ensuring institutional stability, enhancing the quality of educational programs, strengthening local community collaboration, and establishing a systematic evaluation system to assess policy effectiveness. The study emphasizes the need for a long-term vision and continuous policy support to institutionalize Neulbom School as a sustainable and integrated model of public education. These findings offer strategic policy directions and implementation conditions, contributing to the theoretical foundation for future development in education and care policy.
