Designing a model for the reproduction of scientific and pedagogical personnel of higher education, taking into account regional specifics

In modern conditions, the Russian system of higher education faces an acute problem of reproduction of scientific and pedagogical personnel. Declining prestige of the teaching profession, outflow of young specialists, falling interest in postgraduate studies and aging of the staff threaten the sustainable development of universities, especially in socially vulnerable regions. The purpose of this work is to design a model of reproduction of scientific and pedagogical personnel, taking into account the regional specifics. As a methodological basis, a systems approach is used, which allows considering personnel reproduction as a multi-level and interconnected system that depends not only on the internal resources of universities, but also on external factors. The scientific novelty of the work lies in the development of a model of reproduction of scientific and pedagogical personnel, designed on the basis of integration of educational and scientific institutes and taking into account the economic and socio-cultural characteristics of the region. The proposed model includes four interrelated and functionally complementary blocks: a target block that determines strategic guidelines for the development of human resources; theoretical and methodological, providing a scientifically based platform for the implementation of the model; organizational and procedural, forming mechanisms and tools for practical implementation; evaluative and effective, aimed at monitoring, analyzing and correcting the achieved results. Particular attention is paid to organizational and psychological-pedagogical conditions, the implementation of which ensures the processes of training, adaptation, motivation and retention of scientific and pedagogical workers at the university. The results of the study can be applied in the development of personnel strategies in universities, regional programs to support young scientists and in the management of the higher education system at the level of the constituent entities of the Russian Federation.
