SPATIAL ANALYSIS OF WIND FARM SUITABILITY IN KALBAJAR AND LACHIN DISTRICTS, AZERBAIJAN
Abstract The development of renewable energy is a strategic priority for Azerbaijan as the country seeks to diversify its energy mix and promote sustainable development. Following the recent declassification of the Kalbajar and Lachin districts, these areas offer new opportunities for utility-scale wind energy deployment. However, decades of restricted access have resulted in significant knowledge gaps regarding their technical suitability for wind farm development. This study presents the first comprehensive GIS-based spatial assessment of the wind energy potential in the Kalbajar and Lachin districts. Using open-access datasets, including Global Wind Atlas, NASA SRTM, and ESA WorldCover, an integrated multi-criteria analysis was conducted to identify areas that meet international standards regarding wind speed, topographical suitability, and land cover. The results show that 267.93 km² within these districts meet all criteria, with the most promising sites concentrated along their western and southwestern edges. This evidence-based and reproducible methodology provides a valuable reference for policymakers, investors, and planners, laying the foundation for further feasibility studies and informed decision-making. The results contribute to national renewable energy ambitions and the sustainable recovery of the newly accessible western regions of Azerbaijan.
