Уточнення порядку техніко-економічного обґрунтування інформаційно-комунікаційних систем військового призначення

Under martial law, limited funding, and the strategic transformation of Ukraine’s security and defense sector, there is an urgent need to implement effective, reliable, and adaptive military information and communication systems (ICS). However, the implementation of such systems is impossible without the development of a proper feasibility study (FS), which serves as a key instrument for making management decisions regarding informatization projects. An FS determines their feasibility, efficiency, and viability, taking into account both economic and strategic factors that are crucial in a dynamic security environment amid armed aggression. The purpose of this article is to analyze the specific features of the FS as the primary planning document for military ICS with regard to their life cycle (LC) and to refine the procedure for its development. The study details the FS measures according to the stages of the military ICS life cycle: initiation, design, development, implementation, operation, and decommissioning. An FS enables the justification of project feasibility, the optimization of resource utilization, and alignment with the strategic objectives of the development and functioning of the Armed Forces of Ukraine, particularly under martial law and limited financing. The proposed refined procedure for developing an FS takes into account the stages of the ICS life cycle, promotes a systematic approach to project management, enhances project effectiveness, and ensures integration with NATO standards, which is critically important for strengthening Ukraine’s defense capabilities.
