Mapping and Profiling the Most Threatening Criminal Networks in Latin America and the Caribbean

The EU Programme EL PACCTO 2.0, InSight Crime and the European Union Multidisciplinary Platform Against Criminal Threats (EMPACT) developed a study focused on mapping and profiling what we call ‘High Risk Criminal Networks (HRCN)’, where we found large criminal organisations such as the Tren de Aragua, the Sinaloa Cartel or the Primeiro Comando da Capital, as well as facilitators or brokers who are responsible for providing services (crime-as-a-service) such as money laundering, logistics or security; or small organisations that have a significant impact on territories such as the Young Faith.Key findings:- Policriminality.- Links among organised groups in LAC and Europe.- Drug trafficking and environmental crimes (illegal mining and land grabbing) as main criminal areas for organised crime groups operating in the LAC region.- Infiltration in local and national economies to launder illicit profits.
