Land Rights under Sor Por Kor and Housing Structures in the Buddharaksa Community Forest
This article examines the challenges and approaches related to land rights in state-owned areas without legal land documents, focusing on the application of the Agricultural Land Reform Act B.E. 2518 (Sor Por Kor land) in the Buddharaksa Community Forest, Sikhiu District, Nakhon Ratchasima Province. Findings reveal that several households are located on state lands where legal land titles cannot be issued, with some areas not qualifying for Sor Por Kor allocation. Such conditions particularly affect vulnerable groups, including persons with disabilities, who face restrictions in legally improving their housing. Community assistance in these areas has been implemented through the “Baworn” framework (Home–Temple–Government), prioritizing the repair of existing structures rather than new construction. This reflects a humanitarian response compatible with legal constraints. Recommendations include precise boundary mapping, temporary housing design, public education on land rights and strengthened collaboration among state agencies, religious institutions and communities. These measures aim to ensure that no one is left behind in areas lacking formal land tenure.
