Do início ao “fim”: O programa de pacificação (UPPs) no Jornal O Globo, nos anos de 2010 e 2016

By the end of 2008, the government of the state of Rio de Janeiro established Peacekeeping Police Units (UPP) at certain favelas (slums). On paper, this pacification program aimed at occupying permanently those slums in Rio, promoting security and restoring bonds of trust between citizens and the police. This research’s objective is to study the Peacekeeping Police Units narrative dynamics from the mediated point of view of the local newspaper, O Globo, in the years 2010 and 2016. Considering both real, and dynamic media narrative dimensions, we question the influence its reporting about the subject might have had in directing our attention, as well as our political demands. We sought to analyze the argumentative strategies of each period and highlight the importance of documenting this phenomenon by recording this time window that marks the “promising” start of the project, with great media visibility, and the beginning of the political crisis surrounding the UPPs.
