TECHNOLOGY AS A PEDAGOGICAL PARTNER: EXPLORING THE COMPLEX ROLE OF ICT IN LEARNING ENVIRONMENTS.
This article explores the multifaceted role of information and communication technologies (ICT) in contemporary education by conceptualizing technology as a pedagogical partner. Drawing on a systematic review of 28 peer-reviewed studies published between 2012 and 2024, the study synthesizes insights across themes including teacher beliefs and digital competence, student engagement, ICT integration frameworks, equity, and macro-level policy perspectives. The findings demonstrate that the pedagogical potential of ICT is contingent on teacher readiness, pedagogical alignment, and institutional support rather than inherent technological features. Frameworks such as TPACK, SAMR, and DigCompEdu provide valuable guidance but require extension to account for issues of equity and ethics. The analysis also highlights persistent digital divides and the gap between ambitious national ICT policies and classroom realities. Conceptualizing ICT as a pedagogical partner moves beyond deterministic views to emphasize relational, context-sensitive perspectives. The study contributes to the theoretical maturation of educational technology research, underscores practical implications for teachers, policymakers, and institutions, and outlines future research directions regarding ethics, equity, and long-term sustainability. Ultimately, the article argues that ICT can enrich learning environments when integrated critically, equitably, and purposefully within educational ecosystems.
