Enhancing Ho Chi Minh City's Leadership Role and Value Chain Linkages in Regional Industrial Production
The paper analyzes Ho Chi Minh City’s new role as the core coordinator of regional industrial value chains, clarifying the current distribution of industries, levels of specialization, and existing mechanisms of linkage and spillover. The findings show that the integration of three localities establishes a foundation for an integrated value chain spanning R&D, design, production, logistics, and export. At the same time, it drives provinces to shift from fragmented development to functional specialization within a shared ecosystem. Building on this basis, the paper proposes a model of integrated production spatial organization, interregional coordination mechanisms, development of connective infrastructure, and enterprise support.
