By generalizing the characteristics of criminal responsibility, the article analyzes the structure of criminal responsibility to clarify the systematic nature of legal provisions on criminal responsibility. This includes the structure distinguishing between having criminal responsibility, lacking criminal responsibility, and the exclusion of criminal responsibility; the structure reflecting the application, non-application, and pending application of criminal responsibility; the structure regarding adherence, non-adherence, and pending adherence to criminal responsibility; and the structure differentiating between full adherence and mitigated adherence to criminal responsibility. The article then demonstrates the systematic nature of legal provisions on criminal responsibility through the law-making practices of Vietnam and other countries.
