D3: Report on existing and new algorithms with their corresponding uncertainty estimation, including a software system for controlling, handling and processing SV data streams for sampling rates up to 96 kSa/s

This report, part of the 21NRM02 Digital-IT project, presents a comprehensive evaluation of existingand newly developed algorithms for processing Sampled Value (SV) data streams in digitalsubstations, with a focus on high-precision parameter evaluation and uncertainty estimation andat sampling rates up to 96 kSa/s. The study introduces several signal processing techniques includingcubic spline, upsample-filter-decimate resampling and windowed RMS. These algorithmsare assessed for their ability to estimate amplitude, phase, frequency, power, and harmonic contentunder asynchronous sampling and noise. A dedicated approach for DC transient decay timeestimation is also proposed. Performance comparisons and Monte Carlo uncertainty analyseshighlight the trade-offs between accuracy and computational complexity. Finally, the algorithmswere integrated into the QWTB framework and accompanied by a graphical user interface tosupport widespread adoption in metrology and power system diagnostics.
