The primary criteria for evaluating district prosecutors were: party affiliation; education and level of knowledge of Soviet legislation. During the period under study, women began to be appointed to prosecutors' offices, taking into account their moral qualities and party affiliation, although their percentage was insignificant. The Ukrainization of prosecutors' offices was carried out slowly and mostly formally, as a result of which the level of proficiency in the Ukrainian language remained low, especially among prosecutorial staff. Their social composition did not correspond to the declared Soviet ideals, since most employees were civil servants, and not from the working class and peasantry. The percentage of Ukrainians in prosecutors' offices was insignificant, and representatives of national minorities prevailed.
