Deterministic Coherence Substrates for Safe, Compostable Intelligence
CODES Framework Description: This paper defines deterministic coherence substrates as a safe alternative to stochastic and biological intelligence systems. It introduces a safety-first design law: intelligence must be bounded, non-replicating, and compostable. Risk taxonomy, safety principles, and engineering pathways are detailed, with appendices on PAS safety formalism, material degradation profiles, and worked scenarios. Positioned against LLMs (stochastic drift) and synthetic biology (replication risk), this work establishes deterministic, transient substrates as the lawful baseline for safe intelligence.
