URBAN EXPANSION USING GIS AND RS AND ITS IMPACTS ON LAND USE ZONING REGULATION: THE CASE OF HAWASSA CITY, SNNPRS, ETHIOPIA

Abstract At present, urban expansion is becoming a series problem in the most Ethiopian cities as they are expanded without well planed urbanization. Zoning and land use regulations accommodate and balance various interests which relate to urbanization, enhanced livelihoods, industrialization and globalization, in the context of sustainable development. Therefore, this study is to show urban expansion and its impact on land use zoning regulation of Hawassa city, SNNPR Region, Ethiopia. GIS and remote sensing were used to analyze the condition of land transformation into urban land use The sources of data were both quantitative and qualitative data collection method. The change detection method was applied to investigate LULCC after land use classification and land use zone changes were checked. In order to attain these, satellite data of Landsat TM for 1988, ETM for 1998, ETM+2008and Landsat8 for 2018 has been used and processed by using ERDAS IMAGINE 2014and Arc GIS 10.3. The Maximum Likelihood Algorithm of Supervised Classification will be used to generate land use/land cover maps. For the accuracy of classified Land use/Land cover , a confusion matrix has been used to derive overall accuracy and Kappa coefficient of results were computed, LULC change of built-up area and annual LULCC rate of built-up area were obtained. According to the results the built up area were increasing from time to time. In 1988 it was 278.6ha (1.77%), in 1998 it was 620.11ha (3.94%), in 2008 it was 1141.05ha (7.26) and in 2018 it was 3701.2ha (23.54). And land use zoning regulation were also changed due to rapid expansion of built –up area, in1988 land use zone most of the area were highly dominated by urban agriculture and open space, in 1998 zoning regulation still this two area were also dominant zone even though there is a few decline, in 2008 land use zoning regulation other land use zones areas like residence, mixed, commercial and industrial area were highly expanded. In the last 2018 land use zoning regulation both open spaces and urban agricultural areas were highly declined and oppositely other area highly covered by other land use zone and the built-up area was highly expanding in to NE, SE and SW directions in 3564ha, 3456ha and2012ha respectively
