PROGRAM GOVERNANCE AS A CMC ACCELERATOR A META-FRAMEWORK FOR PHASE-TO-LAUNCH CONTINUITY
Highly competitive biopharmaceutical environment, tech-transfer slippage, regulatory complexity, and time-tomarket delay continue to be major obstacles in accelerating the development and commercialization of Cell andGene Therapy (CMC) products. In this paper, the proposed meta-framework of program governance designintegrates CMC development milestones and structured cross-functional decision gates to support Phase-toLaunch continuity. The framework supports transparency and accountability in decision-making by integratinggovernance best practices systematically, thereby minimizing the probability of misalignment between research, manufacturing and regulatory teams. The blueprint underlines well-defined roles, uniform documentation, andmilestones-driven performance measurements to help the process proceed on schedule and alleviate bottlenecks.Industry experiences and case studies are used to illustrate how this method has worked to reduce the interruptionsin the development cycles and how fast CMC products can be commercialized. Such a governance approacheventually allows serving the patients with new high-level treatments more quickly and increasing the efficiencyof the development process
