The UK Data Archive's six-decade journey of enabling data sharing and reuse
This presentation was delivered at the Royal Statistical Society International Conference 2025. As the UK Data Archive, the lead partner of the UK Data Service, approaches its 60th anniversary, it continues to drive innovation in facilitating data sharing and reuse within the social sciences. Since its establishment, the Archive has been consistently funded by the Economic and Social Research Council (part of UK Research and Innovation), supporting its mission to curate a rich and accessible collection of data resources while enhancing mechanisms for managing, and sharing data for secondary use. Navigating the early landscape of data sharing required significant negotiation with data creators, many of whom were reluctant to deposit their data. The Archive successfully addressed these concerns by leveraging ethical and legal frameworks, fostering trust, offering robust data preservation solutions, streamlining access management, ensuring appropriate citation practices, and providing DOI assignments for acknowledgement. Central to these efforts is the Archive’s evolving licensing framework, designed to empower depositors, protect their interests, and uphold standards related to privacy, consent, and the ethical use of data. Through comprehensive licence agreements, the Archive ensures alignment between depositor intentions and user requirements, striving for maximum openness while accommodating necessary restrictions. This presentation outlines the evolution of the Archive’s three-tier licensing and access framework over the past 60 years, highlighting its responsiveness to emerging challenges and the increasing demand for data reuse. It also reflects on the role of robust legal and ethical standards in balancing openness with protections, and on how these principles intersect with broader initiatives in open access and data repositories tailored for the social sciences.
