Abstract

The article provides a theoretical and analytical understanding of the strategic vectors of the development of information and communication technologies in higher education institutions in the context of modern global civilization challenges. It is argued that modern transformational processes caused by the digitalization of society, wars, climate, and migration crises necessitate a rethinking of the role of ICT as a fundamental factor in ensuring the sustainability, flexibility, and competitiveness of the national higher education system. The authors identify the leading strategic vectors of ICT development in higher education institutions: the strategy of digital inclusiveness, digital pedagogical transformation, digital sustainability of educational institutions, international digital integration, development of the national digital educational environment, digital ethics and academic integrity, and formation of digital skills of the future. The authors emphasize the need to move from the fragmented implementation of digital tools to a holistic strategy structured into technological, pedagogical, organizational, managerial, and cultural components. The article summarizes current theoretical and practical approaches to digital reform of the higher education system, focusing on the strategic vectors of development of information and communication technologies as a fundamental factor in ensuring institutional sustainability, adaptability, and innovation potential of higher education institutions in the context of global civilization challenges. It is concluded that the development of an effective digital education policy should be based on a synthesis of national and international experience with mandatory consideration of the humanitarian context of the functioning of the modern higher education system.
