HIPSS: D3.1 Report on Systemic Policy to Drive the Transformation Through PPI
This report presents the key elements required to establish a robust framework for systemic policy interventions that support the adoption of Public Procurement of Innovation (PPI) as a strategic tool. Such elements will support HIPSS towards the accomplishment of its objectives. The research and analysis structured in this deliverable will allow HIPSS to define and co-create services at the health-system level that will allow regional and national health systems to plant the seed towards its particular desired future, incorporating PPI within its strategy and operations. On one hand, policies that support demand-driven innovations can help health systems to prioritize specific unmet needs that each domestic health system encounters. On the other hand, enabling policies that can allow health systems to adopt technology-driven or researcher-driven innovations can also be inline with utilizing PPI as an instrument, and HIPSS as systemic enabler. The research that is being presented in WP3 derives from the experience built in the past, considered from the health system’s perspective. This demand-side approach is the starting point to amplifying the state of the art in addressing implementation science and operative adoption of innovative solutions that helps us to build more resilient high-value care health systems, in particular, and societies as a whole. This starting point has now been structured and compiled to allow more interventions, feedback and futher activities that will give way to the actionable health system’s services that will be organized in the WP3 workshops. The efforts of this WP3 is to address how HIPSS may allow health systems to design an active strategy and plan that includes the adoption of PPI as transformation instrument and enabler.
