Взаємозв’язок екологічної дипломатії та безпекової політики в контексті кліматичних викликів
The aim of the study is to identify and analyze the relationship between environmental diplomacy and security policy in the context of contemporary climate challenges, as well as to determine the main mechanisms for their integration into international and regional security strategies. The study uses a comprehensive methodological approach that combines a systematic analysis of scientific publications from the last five years, a comparative analysis of institutional documents from the UN, EU, NATO, and the African Union, as well as qualitative case studies using the MENA and Arctic regions as examples. The method of content analysis of official resolutions and strategic concepts was applied, as well as the method of institutional mapping to assess practical initiatives in the field of climate security. The results of the study substantiate a conceptual framework within which diplomatic instruments are directed at preventing environmental crises that give rise to new security risks. It has been found that climate challenges are a «threat multiplier» due to cascading mechanisms of influence – from droughts and degradation of natural resources to socio-economic instability and mass migration. It has been established that international institutions, in particular the UN Climate Security Mechanism, the EU’s «New Climate and Security» Communication, and NATO’s Climate Action Plan, integrate the climate dimension into peacekeeping mandates, early warning systems, and defense planning. The limitations of existing initiatives are also analyzed: political disagreements in the UN Security Council, the risks of militarization of the Arctic, and insufficient participation of local communities in the development of adaptation strategies. The conclusions emphasize that the integration of climate-oriented diplomacy and security must be transformed from a separate policy into an integral component of international strategic planning focused on long-term sustainability. It is recommended to strengthen inter-institutional coordination, expand the toolkit of preventive diplomacy and inclusive adaptation practices, and reinforce the priority of climate security at all levels of decision-making.
