The article is devoted to a comprehensive analysis of modern problems of pre-trial investigation in Ukraine and the development of scientifically grounded proposals for their solution. The research employed the following methods: statistical analysis of data on the activities of pre-trial investigation bodies; comparative legal method for studying foreign experience; sociological analysis of public opinion survey results regarding trust in law enforcement agencies; systematic approach to studying the interrelationships between various problems of pre-trial investigation. Three main problems of pre-trial investigation have been identified: excessive overload of investigation bodies, formal approach to evidence collection, and public distrust of the law enforcement system. The foreign experience in solving similar problems has been analyzed, particularly the police reform in Sweden in 2015-2017 and the use of social networks by law enforcement agencies in Great Britain to increase transparency and trust. A set of measures to solve the identified problems has been proposed: active application of plea bargaining institute, decriminalization of minor offenses, strengthening control over the quality of evidence gathering, introduction of personal responsibility of investigators, creation of an effective communication system with the public. Special attention is paid to the need for a systematic approach to reform, which includes technological updates, personnel qualification improvement, and strengthening the material and technical base of pre-trial investigation bodies. The practical significance of the research lies in the possibility of using the proposed recommendations by state authorities when developing strategies for reforming Ukraine's law enforcement system in accordance with European justice standards.
