Взаимосвязь между политикой перераспределения и эффективным управлением в постсоветских странах / Тhe Relationship Between Political Redistribution and Effective Governance in Post-Soviet Countries
. The article examines the specifics of the relationship between redistributive policy and good governance in post-Soviet countries, and presents a complex analysis of relationships between terms. After the collapse of the Soviet Union, these countries faced a double challenge, simultaneously making the transition to a market economy and democratic governance structures. At the same time, in the context of social and economic reforms implemented after the independence of the countries of the region, a number of challenges arose related to the growth of social inequality, economic instability and the introduction of new management systems. In particular, the social and economic shocks of the 1990s, «shock therapy» and privatization processes led to a rapid redistribution of public wealth and a sharp deepening of social polarization. The article examines the effectiveness of redistributive mechanisms during the transition from a centralized economy to a market economy. The basic principles by which they interact are analyzed. The terms «redistributive policy» and «good governance» are discussed, various models of reforms and their impact on the social protection system, tax policy and government spending are discussed. The article defines the main obstacles on the way to ensuring the balance between good governance and social justice in the post-Soviet space, among which are corruption, weak institutional capabilities of the state and political factors. The article offers ways to modernize redistributive policy taking into account international experience and regional specifics. The article concludes that for the sustainable development of post-Soviet countries, it is necessary to find a delicate balance between administrative and political efficiency and social justice, taking into account the historical, cultural and institutional characteristics of each country.
