Whether Government Digitalisation Reforms Promote Green Technology Innovation in Resource-Based City Firms
ABSTRACT : A Government Digital Reform (GDR) is one of the important driving forces for resource-based city enterprises to carry out green technology innovation. This paper empirically examines the impact effect and mechanism of GDR on green technology innovation (FGI) of enterprises in resource-oriented cities using a sample of Chinese A-share listed companies in Shanghai and Shenzhen from 2011 to 2020. The findings are as follows: (1) GDR significantly promotes FGI in resource-based cities, and the effect is more significant in the central region and the third-tier cities; (2) GDR promotes FGI in resource-based cities by improving the degree of land resource mismatch (LRM); (3) there is a non-linear relationship between digital finance (DIF) and TOP10 on the main effect, specifically: for DIF ≤ 0.7916, GDR does not significantly promote green technological innovation (FGI) in resource-based cities. GDR does not significantly promote resource-based city FGI, while when DIF > 0.7916, GDR significantly promotes FGI; when Top10 ≤ 0.3681, the relationship between GDR and FGI is not significant, however, when Top10 > 0.3681, there is a significant positive relationship between GDR and resource-based city FGI. In summary, the findings of this paper not only reveal the important role of GDR in promoting FGI, but also delve into the internal mechanism and influencing factors of this role. This provides relevant policy makers with strong theoretical support and practical guidance, and helps promote resource-based city enterprises to achieve green, low-carbon and sustainable development in the era of digital economy.
