Forests are an extremely important natural asset whose management is becoming increasingly complex. Their importance as biodiversity condominiums, on the one hand; as regulators of the hydrological cycle and barriers to erosion, on the other; and also as carbon sinks, makes them a central element of environmental and, more recently, climate policy. Their management, however, cannot be disconnected from the realisation of their triple dimensionality, as social, economic and environmental goods, vectors that live in tension. The Forest Policy Framework Law (Law 33/96, of 17 August, amended by Decree-Law 254/2009, of 24 September, LBPF) emphasises these three dimensions in Article 4, translating them into forest policy objectives that should be harmonised; however, it also establishes a principle that could tip the balance in favour of the environmental/ecological dimension: the principle of the public interest in the exploitation, conservation and expansion of the forest (Artic/e 2/2).
