Strengthening Governance in Madhesh Through Participation, Service Delivery, Rule of Law, and Ethical Leadership: Transparency, Accountability, and Prosperity – Building a Better Madhesh
This study explores strategies to strengthen governance in Madhesh Province within Nepal’s federal framework, emphasizing the principles of transparency, accountability, citizen participation, effective service delivery, rule of law, and ethical leadership. Using a Systematic Literature Review, the study combines results from sixty-two chosen studies, policy reports, provincial frameworks, and governance indices that came out between 2015 and 2025. The evaluation finds that Madhesh has ongoing problems with governance, including as low citizen involvement, weak institutions, slow public service delivery, long court delays, and pervasive corruption. Even though there are strong laws like the Right to Information Act, the Good Governance Act, and the Local Government Operation Act, they are not always followed, which leads to gaps between policy and practice. The study looks at four interconnected pillars that are important for reform: citizen participation, public service delivery, the rule of law, and ethical leadership. Some important strategies include making decisions at the local level stronger, extending digital governance, making institutions more accountable, and encouraging leadership based on honesty. The research suggests the Madhesh Governance Strengthening Framework, which combines citizen engagement tools, technology-based solutions, institutional changes, and anti-corruption measures. It is based on real-world facts, case studies, and best practices from around the world. Madhesh may move from a fragmented, policy-driven system of government to one that is citizen-centered, inclusive, and accountable by using this paradigm. This will build public trust, make institutions stronger, and support long-term social and economic growth..
