The article findings reveal that economic prosperity forms the essential basis for the development of adult education systems. Adult education has become integral to the strategic policies of leading economies, influenced by shifts in economic, technological, and demographic structures. Comparative analysis of organizational approaches across different nations underscores that, while a universal model does not exist, tailored approaches based on national contexts foster effective frameworks for adult education policy. This diversity in approaches highlights the importance of adapting education systems to each country's socio-cultural, economic, and institutional landscape. Successful public initiatives are frequently linked to maintaining high employment standards, enhancing education levels, strengthening educational infrastructure, and expanding access to skills-oriented training and retraining programs. The next stage of this research is developing effective recommendations for Ukraine in field of adult education, especially during war and afterwar conditions.

Abstract

The global economic crises after 2008, 2019 and 2024 led to a rise in youth unemployment, emphasizing the need for targeted policies and investment in adult skill development. This approach is essential for building a resilient, adaptable labor force. This trend is largely driven by the need to sustain economic competitiveness amid workforce shortages resulting from demographic shifts. This article aims to examine the economic foundation and effectiveness of management strategies in adult education, using cases from various countries to highlight efforts to support the adult education system to revitalize national intellectual capital. The study analyzes the standards and developmental priorities of adult education within European Union countries, focusing on case studies from Finland, Spain, Sweden, and France, alongside insights from China and the United States.
